A closer look at the Bavarian labor market
Bavaria has the lowest unemployment rate in Germany, with a labor market remaining strong in comparison with the other 15 federal states. Nevertheless, 2025 was a difficult year. The economic crisis, geopolitical challenges, structural problems and weak aggregate demand, weighed on the labor market. The unemployment rate rose to an annual average of 4.0 percent in 2025, as demand for labor declined. In 2024, the unemployment rate was 0.3 percentage points lower.
Despite the tense economic situation, meeting the demand for skilled workers remains a challenge for some companies in Bavaria. A shortage of skilled workers persists in selected regions and industries. Companies interested in investing in Bavaria may therefore want to take a closer look at special local developments and compare regional differences and economic sectors across Bavaria.
Demographic change
The population forecast of the Bavarian State Statistical Office points to a declining number of potential workers in Bavaria. The number of people aged 16 to 60 is expected to decrease by 2.6 percent by 2029 compared with 2025. Although this figure is expected to stabilize by 2044, it will remain about 1.5 percent lower than in 2025. So the demographic development does play an important role.
Differences across regions and sectors
The regional labor market picture depends heavily on the local economic structure. Shortages and surpluses are shaped less by one single statewide pattern than by each region’s economic structure and development. Across all Bavarian regions, the number of unemployed people rose in the first quarter of 2026. Upper Bavaria, Lower Bavaria, Upper Palatinate and Franconia recorded sharp increases of informatics and computer science professionals out of work. Upper Bavaria also saw a rising unemployment in the areas of technical development and production, while Lower Bavaria recorded more out-of-work professionals in advertising and marketing. In general, the number of unemployed people per job opening varies widely across Bavaria. In Upper Bavaria, there were 3.9 unemployed people per job opening, placing Upper Bavaria above the Bavarian average. In comparison, there were only 2.4 unemployed people per job opening in Upper Palatinate and Lower Franconia.
